The CRD19E4-00 is a 4 slot ethernet multicradle for the H19. The cradle is designed to be used with an H19 containing a regular battery, or a high capacity battery.
Besides 4 H19 slots, there are also 4 battery slots available, which can also be occupied with either a normal battery, or a high capacity battery.

The cradle has an ethernet connector. Can I use it for ActiveSync over ethernet?

No, you cannot. The CRD19E4-00 is not capable of forwarding ActiveSync over ethernet. The ActiveSync connection will be set-up locally, whereafter the internet connection is shared.
